Unlicensed Electricity Generation Based on Renewable Energy Resources

 

Abstract

Regulations governing issues related to unlicensed electricity generation in Turkey was first put into effect in 2010. With the enactment of Law No. 6446 in force in 2013, secondary legislation on unlicensed electricity generation was redrafted within the framework of this law. In this way, a different set of regulations has been made for renewable based power plants up to 1 MW (including 1 MW). To summarize, exemptions from establishing company and licensing have been introduced for power plants within the scope of the unlicensed electricity generation. The excess electricity produced from these power plants is directly evaluated within the scope of the Law no. 5346.

The subject of this work is the unlicensed electricity power plants based on rooftop solar up to 10 kW (including 10 kW) of installed capacity. It is thought that necessary studies should also be done in other legislations for the development of the rooftop solar power plants. In this scope; the development of investment and business models for rooftop solar power plants, simplification of project approval and provisional acceptance, facilitation of building permits process, and re-examination of longer-term settlement issues are seen to be beneficial.
