Licensing in Wind and Solar Energy Projects

 

Abstract

It is obligatory to get license to carry out electricity generation with a few exceptions. In Electricity Market Licensing Regulation which is prepared based on the Electricity Market Law (No: 6446) and published in 2/11/2013 Official Gazette (No: 28809), the bases of regulations related to the prelicense and license are included.

The principles of licensing for wind and solar energy projects are basically similar to that of other resources apart from some differences. Prelicense applications for wind and solar energy projects are admitted collectively within specified dates decided by the Committee of EMRA according to the terms in Electricity Market Licensing Regulation only when Turkey Electricity Tranmission Company (TEİAŞ) reports connection capacity to the system. When the allowed capacity for the specific region exceeds the announced capacity or when there exist applications to the same field, the capacity allocation is performed by competition.

In the current situation, while the evaluation of prelicense applications made in 2015 for 3000 MW system capacity is proceeding, the application date for 2000 MW wind energy capacity was delayed to April, 2018 by the Committee of EMRA. For the solar energy projects the license applications were received for 600 MW capacity in June, 2013. For the applications which got the capacity in the competition, prelicensing and licencing operations are ongoing. Besides, for the 1000 MW – Karapınar YEKA solar energy project the competition was performed by the Ministry of Energy and Natural Resources.

 

Biography

He was born in 1989 in Tekirdağ. He completed his elementary, secondary and high school education in Tekirdağ and in Kırklareli Science High School, respectively. He graduated from Mechanical Engineering department in Middle East Technical University in 2012 then he started to work as a research assistant in the same department. He  obtained his Master degree in Mechanical Engineering in METU and started to work in Energy Market Regulatory Authority (EMRA) in 2015 as Assistant Energy Expert in the department of Wind-Solar energy. He is currently working in EMRA and carrying on his PhD. Programme in Mechanical Engineering in METU.
