Unlicensed Electricity Generation in Electricity Market

Abstract

The aim of unlicensed electricity generation in the electricity market is to meet consumers’ electricity needs from the power plants closest to the consumption point, to provide small scale power plants to the economy of the country in order to secure supply security, to ensure efficient use and to reduce the amount of lost electricity in the electricity network. For this purpose, secondary legislation on unlicensed generation was prepared within the scope of Article 14 of the Electricity Market Law No. 6446.

According to TEİAŞ data, as of the end of March 2017, the temporary acceptance of 1,186 MW projects of 1.300 projects has been completed and entered into operation. In the National Renewable Energy Action Plan of Turkey, it is envisaged that the installed capacity of solar energy will be 5,000 MW by 2023. The most important incentive mechanism that increases investments so much is the purchase guarantee provided under the Law No: 5346.

Works on small installations based on renewable energy sources with capacities up to 10 kWe and to meet their own consumption are ongoing.
