EU4 Energy Transition: Why Sustainable Energy and Climate Action Plan is important?

 

Biography

Ms. Daiva Matonienė has two degrees: a master’s degree in economic sciences (focus on environmental economics, strategic planning, analysis, monitoring instruments), and a bachelor’s degree in management and administration (diploma with honour).

Ms. Matonienė has 21 years’ experience of sustainable environmental, climate change and public finance management.

She was member of the European Committee of the Regions (CoR) and coordinator of its Environment, Climate Change and Energy Commission. Ms. Matonienė was appointed Ambassador of Covenant of Mayors initiative and has experience with Sustainable energy and climate policies development and SECAP implementation.

She was key rapporteur of CoR opinions: ‘EU sustainable investment in climate change’, ‘EU sustainable heating and cooling system strategy’, ‘EU smart cities development’ and others.

Ms. Matonienė has EU financial engineering experience. In cooperation with EIB leverage fund JESSICA established.  She was Chairperson of the Investment Committee of the fund.

She is a former Deputy Mayor responsible public finance an environment management, as well as a former Deputy Minister of Environment, both in Lithuania. Furthermore, she co-chaired the United Nations ‘United for Smart Sustainable Cities Platform’ and she has experience of implementing Sustainable Development Goals.

Ms. Matonienė has more than 15 years’ practical experience in smart cities and urban planning, including experience in green investment projects financing and development of financing plan for implementation of EU environmental acquis in international, national and municipal levels.

Ms. Matonienė has public presentation and moderation in international conferences experience. Key speaker in more than 30 international events in Turkey, Tunisia, Czech Republic, Georgia, Azerbaijan, Morocco, Ukraine, Belarus, Croatia, Germany, Belgium, Switzerland, Israel, England, Poland, Italy, and other.

Ms. Matonienė was TAIEX expert mission of the implementation on a Green Certificates system in Istanbul, Turkey. As Expert in energy efficiency leading the mission, Ms. Matonienė designed and implemented 3 day-trainings on EU implementation legislations (Environmental and Energy Efficiency) about certificate issuance, ownership transfer, surrender and cancellation, European Energy Certificate System, Residual Mix Calculation, national trading platforms for Green Certificates and Guarantees of Origin in Turkey.
